Article 15: POWERS AND JURISDICTIONS OF PARTY ORGANS
   

a.        All decisions of the Federal General Council and Federal Working Committee shall be binding on all units, organs, allied organizations, cells and members of the Party.

b.       Subject to the decisions mentioned in sub-clause a), the Federal Working Committee shall be the highest policy making body of the Party. It shall lay down rules for carrying out the functions of all units and organs. It shall frame rules for the maintenance of funds which will be audited and approved annually.

c.        In policy related matters of States, decisions of the State Working Committee, taken within the purview of the Federal Policy Framework will be binding on all units, organs, allied organizations, cells and members of the party in the respective state. The decisions of the Federal General Council and Federal Working Committee shall supersede that of the State General Councils and State Working Committees. The Party President shall have the right to temporarily veto any decision of the State General Councils and State Working Committees, that he/she considers not consistent with the Federal Policy Framework. Any dispute, if arising, will be finally settled by the Federal Working Committee in its subsequent meeting.

d.       All other organs and units shall perform such functions and carry out such duties in their respective area as may be determined by the FWC.
