New Delhi: 26 September, 2013: Welfare Party of India finds the revelation made by the former Army Chief Gen, VK Singh that Jammu & Kashmir ministers and politicians have been paid secret funds by the Indian Army for many years is a serious and sensitive matter coming from the former head of an important institution of our country. It requires comprehensive and credible judicial inquiry. General V.K. Singh made the shocking revelation while in a defensive mode after demands for penal action against him in the wake of leaked reports that an army inquiry report has sought CBI probe of the functioning of the controversial Technical Services Division (TSD), formed by VK Singh. The TSD came in the limelight after the army report of TSD allegedly paying crores of rupees to a J&K minister of the National Conference cabinet to unseat Omar Abdullah. Later clarification by the retired Army chief that the payments were not bribes but to create sadbhavna, to contain people from separatist activities and to win their hearts and minds were of little use to clear the controversy his disclosure has created about the army, Indian policy in Kashmir and the successive J&K governments since his clarification also included a further shocking claim that such payments to J&K politicians have been paid since Independence. Former Army chief’s claims will subject the Indian army to harsher reactions within and without J&K. It’s disproportionate use of force against civilians and protestors and misuse of AFPSA is already universally criticised.  As the allegation of Gen. V.K. Singh will strengthen the separatists’ stand over the transparency and genuineness of the fragile democratic process in the troubled state, nothing less than a thorough investigation by the Centre into all the aspects of the issue is need of the hour.
