New Delhi: 29th December, 2014. Welfare Party of India strongly criticised the Union Home Ministry for returning the Plachimada Tribunal Bill unanimously passed by the Kerala State Assembly without forwarding it to the President for his assent.

Party national general secretary P.C. Hamza said it was not only unconstitutional but against the federal character of the nation. “People of Plachimada in Palakkad, where the Coca-Cola plant is erected are on struggle for the last many years. The plant caused contamination of water sources and brought heavy drought. The victims are mostly SC and ST communities. Entire Kerala people stood in solidarity with them in their struggle and the corporate giant was forced to close down its plant in 2005 hitherto unknown and unfamiliar in its history. The unanimous Bill passed by the Kerala Assembly was an approval to the peaceful struggle. While it is mandatory to forward a Bill passed by a State legislature to the President within six weeks, it was kept under carpet for about three years.  Returning the Bill at this stage is a slap on the entire Keralites and is like humiliating all democratic struggles,” the statement continued.

The Union Home Ministry returned the Plachimada Coca-Cola Victims’ Relief and Compensation Tribunal Bill, 2011 directing the State Government to approach the National Green Tribunal (NGT) when the State government and the local people have already given satisfactory replies to queries from the Tribunal. “The Union Government is highly influenced by the corporate giant. Where is swadeshi mantra? Is it nothing but to please and appease US President Obama, the chief guest of this year’ Republic Day parade?” Welfare Party asked.
